Learning and Talent Development

As part of the Office of Talent Management, the Learning and Talent Development (LTD) team consults and collaborates with agency partners to enhance and support the development of the state’s workforce. LTD develops and provides learning and development opportunities to all State of Ohio employees via virtual and in-person instructor-led workshops as well as eLearning tools and resources. LTD’s courses are designed to enhance a variety of employee skills, at all levels of experience. 

LTD has four areas which work together to enhance the learning and professional development experience for all State of Ohio employees, Professional Development, Leadership Development, Performance Management, and Technology Management.


Succeed Ohio

The Succeed Ohio Program is a professional development program that offers a variety of learning experiences designed to promote and inspire State of Ohio employees to develop a variety of skills, at all levels of experience, while providing the most impactful learning opportunities for them to reach their career potential.

Leadership Development

Lead Ohio is the state’s initiative to develop successful leaders at every level of state government by standardizing supervisor expectations, providing opportunities for networking, professional growth and skill-building.

Technology Management

The Technology Management Unit within Learning and Talent Development manages the enterprise learning management system, Ohio Learn, and the state’s supplemental learning resource, Learning on Demand, by providing support and assistance to enterprise users. In addition, this unit develops and implements eLearning content for statewide compliance and professional development training courses.

Performance Management

This unit supports the state’s annual personnel evaluations, the appeals process for classified employees, consults with agencies on issues involving performance management, advises managers and supervisors in goals writing, measurement and effective monitoring techniques.
