Labor Relations and Human Resources Policy

The Labor Relations and Human Resources Policy section assists external and internal agency customers in both collective bargaining and human resources. This section works closely with partners in the DAS State Human Resources Division as the areas of collective bargaining and human resources are often interconnected. This section also provides technical assistance and support to agency customers regarding the application of employment laws and regulations and statewide human resources policy, including tracking legislation and regulatory changes impacting state employment practices.

In addition, this section also represents management and OCB at all mediations and arbitrations involving the five unions that represent state employees on a variety of labor issues, including fair labor practices, mediation and arbitration, contract interpretation adn administration, investigation and discipline and the grievance process. This section also handles all matters at the State Employment Relations Board (SERB) on behalf of state agencies.

Policy analysts are assigned to agencies to assist with both human resources and collective bargaining issues. Policy analyst assignments are available in the Agency Assignment List.
