Human Resources Operations

The Office of HR Operations is within the DAS State Human Resources Division (SHRD) and serves as the focal point for all enterprise human resources operations including the administration of payroll, state services, records, and Drug-Free Workplace. This office also serves as front-line support for all customers of the OAKS HCM module and provides planning, design and configuration functions for enterprise-facing HR systems.
HR Support
The HR Support group is responsible for ensuring state agencies, boards and commissions consistently follow the Ohio civil service laws, Chapter 124 of the Ohio Revised Code and Chapter 123 of the Ohio Administrative Code, collective bargaining agreements and statewide HR policies when documenting activity and significantly affecting any employee in the state service. The unit provides HR customer service to all state agencies, boards and commissions for processing personnel actions (ePAR), retention point verification for exempt layoffs, prior service approvals, trainings on personnel processes and OAKS HCM entry, as well as compliance reviews.
State Payroll
The State Payroll group is responsible for processing the State of Ohio payroll and providing payroll support and oversight for state agencies to help ensure that state employees are paid regularly and accurately. This group is also responsible for processing all court ordered attachment of employee wages. These include state and federal garnishments; child and spousal support orders; IRS tax levies; and bankruptcies.
Pay Fiscal
The Pay Fiscal group is responsible for the reconciliation and funding of all payroll deductions including retirement, medical, dental, vision and other payroll related deductions.
Drug-Free Workplace
The Drug-Free Workplace group is responsible for planning, coordinating and evaluating Ohio's Drug-Free Workplace program, including state and federal testing programs developed for state employees, and coordinating compliance with provisions of the federal Drug-Free Workplace Act of 1988, the Omnibus Transportation Employee Testing Act of 1991, and any other federal and state laws, regulations, polices and collective bargaining agreements requiring substance abuse testing.
State Personnel Records
The State Personnel Records group is responsible for archiving and maintaining employee files for state agencies. Records can only verify the following: Date of hire, current classification, active or inactive status, full-time or part-time status and rate of pay. Requests can be sent to: DAS.HRD.Records@das.ohio.gov.
Verifications needing income information beyond rate of pay cannot be completed by State Personnel Records and will need to be sent to the human resources office at the agency where the employee is currently employed. Agency contact information can be found at ohio.gov/agencies.
Applications and Reporting
The Applications and Reporting group provides issue triage, planning, design, testing, reporting, configuration functions, guidance and support for multiple enterprise facing human resources programs which include payroll, time and labor, Kronos, position management, position description, ADA accommodation tracking, ePar, HR core functions, benefits, disability, Ohio Learn, ePerformance, Taleo Recruit and HR system security approvals.
