The HR Agency Support Unit of HCM Support is responsible for ensuring state agencies, boards and commissions consistently follow the Ohio Civil Service Laws, Chapter 124 of the Ohio Revised Code and Chapter 123 of the Ohio Administrative Code when documenting and activity significantly affecting any employee in state service.  The HR Agency Support unit provides HR customer service to all state agencies, boards, and commissions for items which include, but are not limited to the following:

• Process personnel actions (i.e. review, approval/disapproval) for centralized customers;
• Provide technical support with the Ohio Administrative Knowledge System (OAKS);
• Verify retention points for exempt layoffs;
• Provide training on personnel processes and OAKS HCM entry of Personnel Actions;  
• Provide testimony regarding personnel processes at the State Personnel Board of Review and at arbitration hearings
• Assisting with the development of training manuals and OAKS Job Aids; 
• Conducting compliance reviews of Personnel Actions and Agency processes for decentralized agencies

Personnel Action Decentralization Policies  

A State Agency may request the ability to become Personnel Action decentralized as supported by Section 124.04(M) of the Ohio Revised Code.  Personnel Action Decentralization provides an Agency with the ability to process and approve their own Personnel Actions.

The Personnel Action Decentralization Process.is one aspect of the Human Resources Division's continuing dedication towards process improvement.
