Office of Benefits Administration Services This office provides State employees with high quality, cost-effective benefits. BAS solicits, procures and manages State of Ohio employee benefit services from commercial vendors of insurance products including medical, dental, prescription drug, vision, basic and supplemental life insurance, and health management services. BAS also coordinates the administration of workers' compensation, COBRA, disability, and benefits communications for all State agencies. Office of Collective Bargaining/Labor Relations and Human Resources Policy Section The Office of Collective Bargaining is primarily responsible for developing and directing the State’s labor relations policy as well as performing a variety of services in conjunction with labor contract negotiation and administration. Statutorily, the Office of Collective Bargaining serves as the principle representative of the State of Ohio as an employer and negotiates all of the State’s labor contracts. The office services State agencies, boards, and commissions, offering technical assistance and expertise to agency management staff as well as coordinating dispute resolution statewide.
This section provides consultation to agency customers in the areas of labor relations and human resources, including contract administration, statewide human resources policy implementation, and provides training to HRD and customer agencies on both labor and human resources related topics. This section also assists State advocates with mediation and arbitration, handles State Employment Relations Board (SERB) matters on behalf of State agencies and provides support during the collective bargaining process. The Labor Relations and Human Resources Section works with HRD to enhance HR-related communication on enterprise projects, as well as monitoring new and pending legislation for impact on statewide collective bargaining and human resources.

Office of Diversity & Inclusion The Office of Diversity & Inclusion, assists agencies to embrace diversity and inclusion on their path to establishing equity is State government services. The State diversity and inclusion team focuses on providing support around the State’s greatest asset, its employees, to create inclusive work culture that promotes the best and most equitable public service. The office handles compliance, education, and enforcement for the State enterprise on all aspects of diversity, equity, and inclusion.

Office of HR Operations This office is responsible for all functions supported by the OAKS HCM module and for providing direct assistance to agency human resources, benefits, and payroll staff; including: personnel action processing, certification lists, statewide employee records, State payroll processing, benefits processing, drug testing, and the reconciliation and funding of all payroll deductions including retirement, medical, dental, vision, and other payroll-related deductions. This office also serves as front-line support for all customers of the OAKS HCM module as well as provides planning, design, and configuration functions for multiple, enterprise-facing Human Resources programs which include: Payroll, Position Management and HR, Benefits, Enterprise Learning Management, HR Reporting, and HR system security approvals.

Office of LeanOhio This office leads and supports efforts to make state government services simpler, faster, better and less costly. This is accomplished by helping state agencies learn and use the principles of Lean and Six Sigma to focus on priorities, identify and remove waste, create processes that flow efficiently, and meet customer needs. LeanOhio provides diagnostic expertise to help agencies thoroughly understand their process-related problems to ensure that recommended next steps are ideally suited for a given situation. This office facilitates major Lean events, such as week-long Kaizen events, to transform high-priority processes and achieve significant measurable improvements. This office also provides services to expand, support, and leverage the LeanOhio network which includes hundreds of employees from State agencies, boards, and commissions who have completed training and participated in Lean events and other improvement projects. Office of Talent Management This office provides support and solutions to agency customers by supporting compliance with applicable State and federal statutes, regulations and contractual obligations such as classification, compensation, civil service and proficiency testing as well as supporting a variety of tasks related to workforce planning, recruitment, hiring, advertisement, screening, and performance management at a statewide level. This office also provides enterprise-wide educational and professional development opportunities to state employees to support our customer agencies in developing a high performance workforce in addition to administering the exempt employee educational program and employee educational development programs.
