The Office of Collective Bargaining offers labor relations training to exempt supervisors, managers, exempt labor relations
and human resource personnel. In early 2008, OCB will also unveil a completely revamped OCB Academy as a certificate
program that will offer comprehensive labor relations training over the course of one year.

We offer standardized or customized training to fit your agency or group needs. Any Exempt supervisor or management level
personnel interested in setting up a training class for their agency or group should complete the OCB Training Request below.

Administrative Investigations

Program Description

This program presents a systematic method of conducting administrative investigations, including planning the
investigation, interviewing employees and other witnesses, preparing reports and presenting results.
Audience: Management-level staff, especially supervisors of bargaining unit employees.

Program covers the following areas:

- Distinguishing administrative from criminal investigations
- Initiating the investigation
- Identifying witnesses
- Evidence and documentation
- Planning the interview
- Interview do's and don'ts
- Investigative reports
- Discipline, collective bargaining agreements and arbitration

         
      Arbitration School

Program Description
This is an intensive program that is designed to train persons interested in becoming management-side advocates in
arbitrations. The school utilizes case studies and allows participants to apply techniques in practical exercises that
simulate actual arbitrations. OCB staff instructors are assisted by an adjunct faculty of arbitrators.
Audience: Management-level staff, especially supervisors of bargaining unit employees.

- Basics of labor relations
- Ohio collective bargaining law
- Elements of arbitration
- Types of arbitrations
- Witnesses and witness preparation
- Opening statements
- Direct and cross-examination
- Closing arguments
 
       
     

Basics of Supervision: Discipline and Grievance Process/Supervising Union Employees

Program Description
This two-part program provides a "nuts and bolts" overview of the employee discipline and grievance processes.
Targeted especially to supervisors who supervise bargaining unit employees, the program delivers basic, practical
information on handling disciplinary investigations and grievances.
Audience: Management-level staff, especially supervisors of bargaining unit employees.

Program covers the following areas:

- Progressive discipline
- Off-duty conduct
- Just cause for discipline
- Investigation planning
- Interviewing witnesses
- Employees' rights during investigations
- Evaluating investigation results
- Handling and preventing grievances

       
     

Basics of Unfair Labor Practices

Program Description
This program provides a more detailed look at the legal bases for collective bargaining, unfair labor practices
and the process of investigating ULP charges.
Audience: Agency labor relations practitioners, management representatives.

Program covers the following areas:

- Ohio revised code Chapter 4117
- Protected activities
- Mandatory vs. permissive subjects of bargaining
- Good faith bargaining
- Grievance processing
- The ULP process

 
     

Grievance Administration System

Program Description
This program provides an overview of the OCB grievance tracking system: its purpose, use parameters,
system features and functionality. Attendees will learn to use the database through hands-on training.
In this test environment attendees will learn to create, modify and close grievance records. Access
privileges will be required prior to database use.
Audience: Labor relations personnel.

      Ohio Collective Bargaining Law

Program Description
This program describes the background, statutory framework and basics of public sector labor relations in Ohio.
A component of the week-long Arbitration School, the program can also be a stand-alone presentation.

Audience: Agency Labor Relations practitioners, management arbitration advocacy candidates.

Program covers the following areas:

- Origins of public sector collective bargaining
- Scope of the Ohio Collective Bargaining statutes
- Unfair labor practices
- Seven questions of just cause
- Grievance processing
- Vacating and modifying arbitration awards
       
      Ohio Performance Review System

Program Description

This program presents background information and an orientation to the employee performance review system that
is used in all state agencies.

Audience: Management-level staff, especially supervisors of bargaining unit employees.

Program covers the following areas:


- Setting goals
- Tailoring performance measures to the employee
- Monitoring performance
- Giving feedback and coaching employees
- Documenting employee performance
- The annual performance review
- Employee appeals of evaluations
- The role of OCB
       
     

Pre-Disciplinary Meeting

Program Description

This program presents the legal background and requirements of meetings that must be held with
employees prior to disciplinary actions that result in significant discipline, and provides techniques
and suggestions for handling various situations.
Audience: Supervisors and management-level staff who may be expected to preside as meeting officers
at pre-disciplinary meetings.

Program covers the following areas:

- Purpose of pre-disciplinary meetings
- Elements of pre-meeting notice
- Who should attend?
- Procedural objections
- Evaluating evidence
- Report writing

       
     

Reduction in Force (Layoffs)

Program Description
This program presents the statutory and contractual legal requirements for layoffs and other reductions
in force. The steps of the layoff process for both exempt and bargaining unit staff are covered in detail.
Audience: Human resources and management staff who may be involved in implementing a reduction in work force.

Working Out of Class

Program Description
This program focuses on the cause and remedies for workplace disagreements involving job duties
or work assignments.
Audience: Management-level staff, especially supervisors of bargaining unit employees.

Program covers the following areas:

- Classification overview
- Contractual articles and timelines
- Grievance requirements
- Responding to grievances
- Arbitration process
