Management Improvement Commission (MIC) Assignments for DAS

DAS was assigned five of the 10 key recommendations in the Management Improvement Commission 2000 report, presented Nov. 15, 2000, to Governor Bob Taft.

The report, A Blueprint for the Future: Creating a high-performance state government delivering excellent customer service at the best possible value, contains a total of 163 recommendations, 33 of which have been assigned to DAS for implementation.

The report reflects the first full-scale review of Ohio government in nearly a decade and is the result of Taft's call for a systematic, private-sector look at state government operations. The commission created 28 teams of loaned private sector executives and State of Ohio employees to make recommendations for streamlining operations and improving customer satisfaction. Four of the teams reviewed the following areas relevant to the statewide responsibilities administered by DAS: asset management, human resources, procurement and technology.

Of the 10 key recommendations that warrant the state's full review and commitment, the following five are primarily the responsibility of DAS:

1. Select and install a statewide enterprise resource planning system.
2. Develop an overall information technology governance process, including project management     methodology and technical assistance.
3. Allocate the cost of office space to state agencies and centralize the responsibilities for     facilities planning and space utilization.
4. Conduct a comprehensive classification and compensation study for all state government jobs.
5. Modernize procurement procedures.

DAS is creating implementation plans for all 33 of the recommendations assigned to the agency. Quarterly status updates are given to the governor's office.

DAS also is reporting on the agency's performance regarding customer service, strategic planning and quality programs because the MIC teams also evaluated the performance of agencies in those three areas.
