Personnel Action Decentralization
Policies 
In
response to concerns voiced by state agencies regarding the responsiveness
and timeliness of the existing Personnel Action approval process,
a decision was made to decentralize the process by allowing state
agencies to process and approve personnel actions. The intent of
decentralization is to make the system more responsive to the needs
of state agencies. It is the Personnel Action that triggers any
adjustment in payroll records and results in appropriate compensation
for state employees. The Personnel Action must, therefore, be prepared
in accordance with set procedures. All agency approved personnel
actions will continue to be submitted to Administrative Services,
State Services Unit, for record keeping purposes. The Department
of Administrative Services is responsible for conducting on-site
compliance reviews and preparing a report of the findings. The agencies
then submit a corrective action plan to implement the recommendations.
The decision to decentralized and allow state agencies to process
and approve personnel actions is supported by Section
124.04(L) of the Ohio Revised Code.
The State
Services Unit of the Human Resources Support Center is pleased to
offer an improvement to the Personnel Action (PA) Decentralization
Process.
Effective
immediately, agencies that are decentralized may now independently
verify nursing licenses. This improvement will allow an agency to
utilize the Nursing
Board Web site and forego the requirement of license
verification by the State Services Unit. Agencies must attach verification
of the license verification to the PA. This can be accomplished
by simply adding the information to the remarks section of the PA
or the online verification can be printed and attached to the PA.
We believe
this change provides a greater measure of efficiency for our customers
and denotes the Human Resources Division's continuing dedication
towards process improvement.
