The
HR Sourcing Analysis
In 2003, DAS initiated the Human Resource Sourcing
Analysis and Strategy Project. BAE Systems has provided the analysis
we requested. The report contains an assessment of HR functions
that identifies the feasibility, costs, benefits, risks and alternatives
for optimal sourcing strategies for the various components of
the State's HR business process operation.
Our ultimate goals are to:
Reduce the overall cost of providing human
resource services and associated risks;
Improve human resource service levels;
Provide maximum self-service capabilities
to employees; and
Leverage the State's investment in technology
and human resource assets.
The recommendations made by BAE will require substantial
further analysis and study to determine how best to meet our goals.
We will seek the advice and expertise of Human Resources and Labor
Relations administrators throughout the state as we determine
our response.
