Announcement of Class Plan Changes Adopted
in Permanent Form
On October 10, 2001, the DAS' Office of Classification
and Compensation filed Administrative Rule 123: 1-7-15 State
managerial and supervisory classifications in emergency form
pursuant to Executive Order 01-21T. On November 13, 2001, the DAS'
Office of Classification and Compensation filed to permanently adopt
the changes as of November 25, 2001.
The DAS' Office of Payroll Systems Administration
has already made the necessary computer programming changes to implement
the deletions, class number changes, and class title changes listed.
If your agency has not already done so, after being
previously advised of the emergency adoption of Administrative Rule
123:1-7-15, Personnel Actions must be processed to implement all
pay range changes and reassignments to the new classifications,
retroactive to October 10, 2001. If not already addressed, updated
Position Descriptions must also be processed to implement any reclassifications
of positions, to include those that will result in the subsequent
reassignment of personnel.
The following procedures apply to calculate the new
rates of compensation.
- Any step increase was due on October 7, 2001 is to
be determined before a reassignment or pay range change,
as normal.
- For employees who will receive a pay increase or reassignment,
select the first step of the higher pay range that gives the
employees an approximate 4% increase above the step increase
or the rate that was in effect on October 9, 2001. No
employee is to be placed below Step Two. The Step Indicator
will then be changed to zero. The code for the Personnel Actions
and computer entry for the affected employees is
C-21 DAS Class Plan Change.
- No change in pay will be experienced by employees who will
move from one classification to another, but with no change
in pay range assignment. The code for the Personnel Actions
and computer entry for the affected employees is C-28 DAS
Class Plan Change. The Step Indicator will remain unchanged.
- Any longevity increase that was due on October 7, 2001
should be granted as normal. However, you will also need to
make an adjustment in the longevity pay supplement after a reassignment
or pay range change is implemented.
Your payroll officer is responsible for calculating
any retroactive payments due and posting them to the appropriate
payroll record.
