IMPORTANT ANNOUNCEMENT

Amended Substitute House Bill 12, which will authorize the concealed carry of a handgun under certain circumstances, becomes the law in Ohio on April 8, 2004. Agencies need to become familiar with the aspects of this law so they can be prepared to deal with the impacts this new law will have on their operations.

Under the provisions of RC 2923.126(B)(9), it is illegal for a person to carry a concealed handgun, even with a proper permit, into a state owned building or the portion of a non-state owned building that is leased by the state. Signs indicating this prohibition must be posted in these locations pursuant to RC 2923.1212(A). Agencies can purchase approved signs from either State Printing at 614-644-7550, or Ohio Prison Industries, on its website at www.opi.state.oh.us or at 614-995-4415 or 1-800-237-3454.

Additionally, DAS has issued Directive No. 06-33, titled "Unauthorized Weapon Policy". This directive strongly encourages each agency, board, or commission to implement a work rule on the subject that incorporates the mandatory components of the directive while also dealing with situations unique to the appointing authority.

The statute, DAS Directive No. 06-33, and a model work rule for your review and consideration can be found online at www.ohio.gov/hrpolicy under the heading of "Unauthorized Weapons". Questions regarding this matter can be directed to DAS/HRD-Policy Development at (614) 752-5393.
