SUBJECT: HEALTH CARE RATES FOR FY06

For FY06, the healthcare rates for employees and the state are changing in a 2-step process. The 2 steps are:

1) Consistent with past years, July healthcare premiums will be deducted from June paychecks. The June deductions are based on the existing 90/10 cost share (employer/employee) applied to the new FY06 rates.
2) Unique to this year due to collective bargaining agreements, the cost share between the state and employees is changing from 90/10 to 85/15. This 85/15 cost share is effective with the July paycheck deductions for August coverage. The reason for the delay in implementing the 85/15 cost shares is due to the commitment that it would be implemented at the same time as the July cost of living adjustment.

The chart below reflects the changes in the employee monthly deductions due to this 2-step process:

Also attached is a revised page 19 of the Benefits Comparison Chart and Guide for this year’s open enrollment. Please attach this to the guide that you use, and disseminate, as you deem appropriate. These corrections have also been made on the BAS web site. The changes are:

1. Indicates the rates based on the 85/15 cost share will be implemented in the July payroll deductions, not June deductions.

2. The 85/15 rates for OhioMed in the original chart are incorrect. The correct rates are reflected.

Please share this information with others within your agency who may need it. Payroll Letter 881, with additional information including part-time rates and instructions on how to do makeups and refunds, was issued on June 9.
