for Job Applicants
How
to Apply for a position
- Apply online. The Online Employment Application Process (OLEAP) allows you to enter all of your application information, including pasting in your cover letter and resume (optional unless stated in the posting). Your information is then saved in a profile protected by your password. You must apply separately for each job by completing a summary of qualifications for each job posting. OLEAP provides you with a digital State of Ohio Civil Service Application that can be viewed using most Web browsers. Nearly all human resources offices in all state agencies accept online applications. OLEAP can reduce the time you spend filling out applications and the expense of mailing them!
OR
- Complete a State of Ohio Civil Service Application (Form GEN 4268) for each position that meets your qualifications. A cover letter, resume and/or transcript are optional unless noted in the job posting. Mail to the "send applications to" address listed in the job posting. If a "send applications to" address is not provided, mail to the human resources office listed below the agency name on the search results page.

to obtain a State of Ohio Civil Service Application

- Visit the Civil Service Exam Office at 30 East Broad St., 28th floor, Columbus, Ohio to pick up an application. A staff person is available 8:00 AM to 5:00 PM daily Eastern Time M-F except holidays. Their phone numbers are 614-728-5983 or toll-free 1-877-597-0077 (in Ohio only).
- All state agency human resources offices can provide you with an application upon request.
A
few tips on completing the State of Ohio Civil Service Application
- The Summary of Qualifications section: Read the job posting carefully to determine if you qualify. This section of the application must clearly indicate how you meet or exceed the minimum qualifications, job duties, position specific qualifications, preferred qualifications, worker characteristics requirements and special requirements where applicable. Note: This is the first place agencies look when screening applicants for interviews so make sure you describe in as much detail as possible how you are qualified for the job.
- The Experience section: Resumes may be included as additional information, but will not be a substitute for completing this section. Be brief, emphasizing major tasks because space is limited.
- The Education and Training section: Include the number of relevant, courses you have completed with a passing score (not the number of credit hours). Training includes seminars, workshops, or conferences (e.g. Microsoft Word or Peace Officer Training) other than college coursework.
- After you submit an application: Each State agency has its own hiring authority. Once you have submitted your completed application, all questions concerning the hiring process (the status of an application, interview information, etc.) should be directed to that agency's human resources unit. Job Postings
- Jobs may be posted in state agency human resource offices and state agency Web sites.
- Most postings are available online utilizing an enhanced searchable job posting database called OLEAP or Online Employment Application Process.
- It is recommended to review job postings on a regular basis, because new postings are added continuously.
- Bargaining unit jobs are covered by union contracts.
- Only a fraction of all state job titles require passing a civil service examination. These titles can be found on our Examination Announcements Web page. Civil service examinations currently being offered can be found on the OLEAP webpage by selecting Current Civil Service Exams under “Select an Agency”.

There is a free workshop called "How to Apply for Employment with the State of Ohio" that will review how to apply for state jobs. Participants will discuss all aspects of the state employment process. If you are exploring State of Ohio job opportunities this workshop is highly recommended. This workshop is conducted the first and third Thursday of each month from 11:30 AM to 12:30 PM at 30 E. Broad St., 29th floor, Rm. 2921or 2927, Columbus, Ohio. Reservations are not required.
