Glossary of Terms

Base Period
The first four of the last five completed calendar quarters before you became unemployed.

Base Rate of Pay
Your per hour wage that you were receiving the day you became disabled.

Benefit Year
The 52 consecutive weeks for which you are eligible to receive unemployment benefits. The benefit year begins on the day that you file for unemployment benefits.

Benefits Administration Services (BAS)
The office within the Department of Administrative Services, Human Resources Division that administers benefits for state employees.

Bureau of Workers' Compensation (BWC)
The state agency that administers workers' compensation benefits to all employees in Ohio.

BWC PBM
The company contracted by Bureau of Workers' Compensation to pay for any prescription medication used in your recovery from a workers' compensation injury.

Childbirth/Adoption Leave
The leave program provided to state employees who are either bearing or adopting a child. Childbirth/Adoption Leave benefits are limited to the length of a standard recovery period.

CompManagement
The company that acts as DAS's third party administrator. Follow this link to visit the CompManagement Web site.

Department of Administrative Services (DAS)
The state agency that administers of the state's benefit programs to its employees.

Employee Assistance Program (EAP)
Provides support and referral services to state employees and their families. These services are provided to anyone experiencing personal problems that affect or may affect their job performance.

Industrial Commission
The state agency that hears the appeals of all parties in cases regarding workers' compensation claims. There are three levels of hearing within the Industrial Commission. They areDistrict Hearing Officer, Staff Hearing Officer, and Industrial Commission.

Managed Care Organization (MCO)
Provides services to medically manage your workers' compensation claims. MCOs establish networks of health care providers that have been certified by BWC to serve you if you are injured at work.

Ohio Administrative Code
A set of rules explaining the provisions of the Ohio Revised Code.

Ohio Revised Code (ORC)
All the permanent and general laws of the state of Ohio, revised and consolidated into general provisions, chapters and sections. ORC is revised by each General Assembly (The House of Representatives and the Senate) throughout its four year term.

Standard Recovery Period
A length of time allowed for the recovery from a specific illness, injury, medical procedure or condition. Standard recovery periods are set by the Department of Administrative Services.

Temporary Total Compensation
A weekly benefit paid to you if you have a temporary disability which prevents you from returning to work.

Third Party Administrator (TPA)
A company that represents your agency through your workers' compensation claim and its hearings. You may be contacted by the third party administrator for more information on your disabling condition, or to obtain a medical release.

Third Party Physician
An independent health care provider chosen to evaluate your condition and recommend a course of action that is best for your recovery and return to work.

Transitional Work Program (TWP)
An interim step in your physical conditioning and recovery. It is a step toward returning to your original job. TWPs encourage and support your safe return to work as early in your recovery period as possible.

Union Contract
The written contract between the State of Ohio and the bargaining unit (union) that spells out the conditions of employment for the union's members.

Weekly Benefit Amount
The amount of unemployment compensation that you may be eligible to receive for a full week of total unemployment.
