The Office of State Printing and Mail Services is responsible for the procurement of printed products for Ohio's state agencies. The requirements of state agencies encompass almost every kind of printed product including multi-part forms, continuous forms, books, pamphlets, letterheads, envelopes, newsletters, maps, promotional items and magazines.The Office of State Printing and Mail Services also purchases services and products related to the production of printing such as typesetting and color separations.

Term Contracts

A large portion of printing is purchased from term contracts. The state competitively bids approximately 55 different term contracts every two to three years.

One Time Competitive Purchases

One-time purchases for printing orders with an estimated cost of more than $31,300 are made when the Invitation to Bid (ITB) specifications for an order fall outside those of a term contract. State Printing will issue an ITB and award the contract to the lowest responsive and responsible bidder who meets or exceeds the requirements specified in the ITB. If time allows, small purchases with a value of less than $31,300 may also be procured through the ITB process. Since the ITB's are normally advertised for at least 10 days, there is not always time for procurement through the formal ITB process for purchases under $31,300. When this occurs, State Printing will procure through a less formal Competitive Quote process.

Bid Openings

Bids are publicly opened on the date and time indicated next to each bid on the bid bulletin. Please insure sufficient return mailing time when requesting bids. The Department of Administrative Services will not be held responsible for a late bid due to failure of the bidder to allow sufficient time for delivery and/or failure of the postal service, express mail or courier service to complete delivery by 11:00 a.m. Eastern Standard Time on the scheduled date of opening. Bid responses must be received by State Printing in a sealed envelope by the date and time of the bid opening indicated on the ITB.

One-Time Competitive Quotes

Printing Projects that are estimated to cost less than $31,300 and have a delivery date that precludes procurement through the ITB process are listed on State Printing's Competitive Quote Bulletin Board. Click here to view our current listing of Competitive Quotes. Additional information on competitive quotes can be obtained by visiting or calling State Printing. Due to the short time requirements involved in this type of procurement, mailing of specifications upon request is not feasible. Price quotes from vendors may be submitted to State Printing by facsimile at (614)752-0070. Competitive Bid and Quote Awards
