
A "customer-friendly attitude" is among the attributes of the GSD 2004 Employee of the Year.
Tammy Marcum, manager of procurement support for the GSD Office of State Purchasing, recently was named her division's Employee of the Year.
"Tammy's position requires a lot of vendor interaction, organization and attention to detail. Often vendors are unhappy because they lost a bid. However, they are usually OK with it if they are treated fairly and courteously, and they have confidence that nothing was overlooked. Tammy and her staff do a great job of providing this type of service," wrote her nominator, Chief Procurement Administrator Jeff Westhoven.
Marcum's other accomplishments include leading State Purchasing's data collection effort for the new Encouraging Diversity, Growth and Equity (EDGE) program. The Governor's Office commended the office for its work, which included collected data about hundreds of bidders and contracts.
Marcum also created a system that makes it easier to produce quarterly reports regarding EDGE participation. The system is being used to create a statewide model.
In addition, Marcum has taken steps to make more vendors
aware of state contract bidding opportunities. She helped
negotiate a contract with a company that will advertise DAS
bid opportunities for free. This will mark the first time
State Purchasing has used the private sector to directly market
contract opportunities.
She also recently volunteered to work on the
public relations committee of the Central Ohio
Organization of Public Purchasers. She is going
to update the organization's Web site and reach out
to other government purchasing organizations in central Ohio.
During Marcum's first six months in
her current position, she and her staff
registered 1,328 vendors, administered more
than 300 bid openings and made thousands of
updates to the State of Ohio Procurement Web site.
Marcum began her career with the state
when she joined the GSD Office of Procurement
in 1985 as a typist. She later spent eight years
working for the Management Information Systems
section at GSD before moving to her current
position in August.
"Tammy has always had outstanding customer
service skills," Westhoven said. "She is friendly,
understanding and level-headed. Her positive
attitude and leadership has carried over to her
staff. Our office received 22 written compliments
last quarter and a good portion of them were
attributed to Tammy's staff. She has the ability
to instill a customer-friendly attitude in the
people around her."
