State creates capital improvements Web site
COLUMBUS –
Construction and architectural firms interested in doing business with the State of Ohio have a new tool to learn about project opportunities.
A new Web site has been created that includes construction bid opportunities and requests for qualifications
for professional design and construction management services as well as other information related to capital improvements projects.
The site, located at http://ci.oaks.ohio.gov
is the first step toward implementation of the capital improvements module of the Ohio Administrative Knowledge System (OAKS), a statewide enterprise resource planning system.
The capital improvements module is a Web-based project management system that will be available to all state agencies and state-supported colleges and universities as well as the State Architect's Office.
When fully implemented in mid-2008, the system will save the state approximately $2.4 million annually through the reduction of paper forms, drawings,
specifications and legal advertising as well as shipping and postage.
The system, which also will replace the State Architect’s Office’s current software system,
will house all of the data on each construction project. It will include a software interface with the financial and fixed asset
management modules of OAKS.
With the rollout of the new Web site, requests for qualifications are published on an
individual, ongoing basis rather than the previous practice of once each month. In addition, the Web site offers e-mail
notifications about new construction bids and addenda.
The capital improvements module team includes representatives from the State
Architect’s Office, the Ohio State University, Kent State University and the Ohio Department of Mental Health as well as stakeholders representing other state agencies and institutions of higher education.
The State Architect’s Office, which is part of the Ohio Department of Administrative Services, establishes the procedures and policies for the management
of virtually all state-funded capital project design and construction except K-12 schools. The office, under the direction of State Architect Craig Weise, also manages projects for requesting
agencies, boards, commissions and institutions of higher education. During fiscal year 2007, the State Architect’s Office managed 215 public construction projects with combined budgets of $689 million.
Payments to contractors for the fiscal year totaled more than $80 million; payments to architects, engineers and construction managers were almost $10 million.
