Overview
The Office of Finance provides budget, internal audit, fiscal
and financial information services to the operating divisions
of the Department of Administrative Services.
Budget Services
The Budget Unit coordinates the submission of the department's
biennial budget and monitors the activities of the various divisions
through budget tracking, monthly reporting and reviewing various
expenditure documents, such as Controlling Board requests and
personal service contracts. In addition, this unit is responsible
for monitoring departmental compliance with the Minority Business
Enterprise (MBE) Set-Aside Law through quarterly reporting.
Internal Audit Services
The Internal Audit Unit provides oversight of fiscal operations
by coordinating the preparation of year-end reporting requirements.
The two major year-end reports are: (1) the State-Wide Cost Allocation
Plan (SWCAP) which represents an annual report to the federal
government of all costs allocated to agencies which receive federal
funding; and (2) the Generally Accepted Accounting Principles
(GAAP) Reporting Package.
In addition, the unit is responsible for assisting the state auditor
with the agency's year-end financial audit; coordinating implementation
of the Internal Accounting Control Program (IACP) within DAS;
performing procedural and operational audits of division functions;
and managing the department's fixed assets program.
Fiscal Services
The Fiscal Unit coordinates the billing and collection process
for DAS services and develops and oversees financial procedures
for all revenue documents.
In addition, the unit performs a policy and oversight role for
the agency's procurement and payment activities, including the
payment card program. The fiscal unit also coordinates the DAS
records and forms management programs.
Financial Information Services
The Financial Information Services Unit provides automated financial
systems support to the various functions within the Office of
Finance. This includes providing regular schedules and ad hoc
reports and maintenance of the Accounts Receivable System (ARS).
Ad Hoc reporting of financial information also is provided to
the divisions by this unit.
Central Service Agency
The Central Service Agency (CSA) provides payroll, administrative
and financial services for state professional licensing boards
specified in the Revised Code and for other boards and commissions
that do not possess the expertise or staff to perform these functions.
The CSA, located on the 16th floor of the Riffe Center, provides
services to 28 boards and commissions.
