Overall administration of the Ohio Certified Public Manager program is provided by the Ohio Department of Administrative Services (DAS) with guidance from twelve participating universities. The Ohio Consortium consists of member universities of The Ohio Urban University Program (UUP) and The Ohio Rural University Program (RUP).

The Ohio Public Management Consortium serves as the higher-education partner with DAS. All OCPM Program sites are co-sponsored by DAS and a university partner. The state's collaboration with the network of state universities regionalizes the delivery of the OCPM program and makes it accessible not only to state managers, but also managers in municipal, county, township, special district and regional governments.
