The Ohio Certified Public Manager (OCPM) program is a nationally accredited management development program for public managers in Ohio.
 
The CPM designation is a professional, rather than an academic, credential that involves intensive study, practice, application and testing.
 
The Ohio Certified Public Manager (OCPM) program is a collaboration between Ohio and Ohio's state universities. 
 
The curriculum consists of 300 hours of professional training classes in four learning areas:
General Administration & Organizational Skills
Analytical & Conceptual Skills
Technical, Quantitative & Qualitative Skills
Human Relations Skills
 
To receive the CPM designation, participants are required to complete two job-related projects.

    1. The OCPM Program is designed for high achieving, career public managers and to enhance leadership by raising awareness of new developments in the theory and practice of public administration.
    2. Participation encourages managers and supervisors to create and apply new and innovative ideas and approaches to job-related issues.
    3. OCPM Program projects are an outstanding opportunity to engage in workplace efficiency ideas, work-related problem solving, research and future planning.
    4. Agencies can use the required OCPM projects to accomplish various research tasks and studies previously contracted to consultants.
    5. Agencies will experience improved management skills of managers and supervisors by enrolling them in the OCPM Program.  Rewarding high achievement via enrollment in the OCPM Program will help reduce turnover in key positions.
    6. Managers and supervisors receiving OCPM certification gain eligibility for membership in the American Academy of Certified Public Managers, which is a national professional association of public sector managers. To be eligible for membership, an individual must have earned the designation of Certified Public Manager (CPM) through a management program accredited by the National Certified Public Manager Consortium.

Classes are held 3 to 4 times a month during a two year period. A standard training day is from 8:30 a.m. until 4:00 p.m. Some classes are half-day sessions from 8:30 a.m. until noon or 12:30 p.m. until 4:00 p.m.

An eligible candidate for the Ohio Certified Public Manager (OCPM) program must: be a manager or hold a management staff position for a state, county, local or federal government agency and meet the following criteria, as determined by their government agency: (1) Manage two or more people or (2) manage a program, project or resources that impacts his/her agency. Click here for additional criteria.

What are the qualifications for admittance into the OCPM program?
Applicants must manage people or major projects and state employees must be exempt from all bargaining units. For more information on eligibility click here.

How much time will it take to complete the program?
The curriculum and classes are scheduled to be completed in two years.  Classes are usually held two to three times a month.  Click here to see class schedules.  See the Cohort Handbook for more information.

What does the Program cost and who pays?
Total program-to-certification cost is dependent on courses taken and substitution credit eligibility. There are four payment options. Costs average about $20.00 per program hour.
  1. The cost will be paid by the sponsoring agency.
  2. The participant will pay the cost.
  3. The participant and his/her agency will share the cost.
  4. If participant is a state of Ohio employee, the Exempt Professional Development Fund is available to pay all or part of the fee.
How do I receive undergraduate or graduate credit hours for the OCPM program?
The OCPM program is pleased to announce that CPM graduates may now receive ACE college credit when they complete all the requirements of the OCPM program. In the fall of 2003, the National Certified Public Manager Consortium comprised of approximately twenty-five state programs including the Ohio Certified Public Manager (OCPM) program submitted its application to the American Council on Education - College Credit Recommendation Service. The American Council on Education (ACE) reviewed each Consortium member's curriculum for eligibility for college credit. The OCPM program received the maximum credit hours requested. The following is the ACE entry that will appear with the OCPM listing: "ACE Credit Recommendation: In the upper division baccalaureate degree category, 15 semester hours, or in the graduate degree category, 9 semester hours in Public Administration, Management (12/03) (ACE Transcript Data: NCPM-0015)". The ACE service stated the OCPM program "…course content and rigor are consistent with similar courses taught at colleges and universities - when appropriate grading criteria are identified and implemented." Forty-five accredited colleges and universities within the state of Ohio and hundreds of higher education entities nationwide recognize ACE credits. These higher learning institutions agree to consider ACE college credit recommendations for courses, apprenticeship programs and examinations because they believe in the integrity of the ACE course review process and are committed to being adult learner-friendly institutions. Ultimately, every college and university has the discretion to accept credit for your ACE transcript as they see fit. Even before the ACE accreditation, several Ohio colleges and universities offered college credit for the completion of the OCPM program.
