GENERAL OVERVIEW :
The Deputy Director for the Human Resources Division is responsible for all personnel programs designed to assist employees and state agencies as they conduct their personnel functions. In the performance of this duty, the Human Resources Division:

  • Provides merit-based processes to attract and hire the best candidate to fill a position
  • Assists in maintaining employees through evaluations, discipline, staffing, etc.
  • Provides wages and benefits to employees
  • Assists in complying with employment laws, rules, regulations and labor contracts governing state employees
  • Provides direction to state agencies in the application of human resources management and employee relations policies and practices

The Deputy Director also recommends necessary legislative and executive action to improve state efficiency and operations in the areas of benefits administration, classification and compensation, human resources support, payroll administration, performance measures and dispute resolution, policy development, and training and development.

Nancy Kelly was appointed as the Deputy Director for the Human Resources Division on Monday, March 19, 2007. Nancy served as the chief deputy treasurer in Montgomery County for six years, with a total of 13 years of service with the office. Prior to joining county government, Nancy worked as an editor, writer, teacher and office manager. In addition to providing strategic leadership for HRD, Nancy's strong technology background serves as an asset as she guides the Human Resources Division on critical OAKS issues.
