The
General Services Division, within the Ohio Department of Administrative
Services, performs a variety of business services to State agencies,
including such functions as interior design, real estate, construction
management, printing, insurance, procurement, fleet management and mail
services.
The
Office of the State Architect is available to manage
capital improvement projects for any state agency, board, commission,
college or university. It is responsible to develop, initiate, and implement
processes and procedures to aid in the successful delivery of capital
projects for the state. The office encourages facility master planning
and space planning for all agencies, and upon the request from any agency,
will assist them in those activities. The office manages the competitive
selection of Associates (architects, engineers and construction managers
for state facilities) and negotiates contracts and amendments for those
services. During the life of a project, the office is also responsible
for preparation of bid announcements, conducting bid construction openings
and field observations, monitoring contract performance and assisting
agencies in the application of contract provisions, reviewing and recommending
payments to contractors and associates, collecting payroll data related
to prevailing wage regulations and participating in dispute resolution.
The
Office of Procurement Services
is comprised
of State Purchasing, Energy Services and Cooperative Purchasing. As
the purchasing arm of state government, State Purchasing assists state
agencies with procuring a number of goods and services. Energy Services
facilitates the cost-effective, efficient use of energy resources in
state government operations and facilities. The Cooperative Purchasing
program combines the purchasing power of participating political subdivisions,
such as local governments, schools and universities, to procure quality
goods and services at the lowest price.
The
Office of State Printing and Mail Services
contracts printing services for state agencies and maintains
five in-house publishing centers to provide fast, accessible service.
It also offers guidance regarding form design and utilization, records
retention and information management. Mail Services
offers interoffice mail delivery, mail metering and presort services
to enable agencies to meet their mailing needs in the most efficient,
cost-effective manner.
The
Office of Fleet Management provides
state agencies with vehicle and mail-related services. Fleet Management
offers a vehicle lease and rental program for state agencies with current
model year, well-maintained vehicles to meet their transportation needs.
Fleet Management also provides an Internet-enabled application to manage
all vehicle-related data and an electronic fleet fuel card that maximizes
convenience, security and electronic billing opportunities.
The
Office of Risk Management administers
insurance programs, including the state's self-insured vehicle liability
program, which covers a wide variety of vehicles, including emergency
units. Risk Management is responsible for the placement of property
and casualty insurance for state agencies and bonds for state employees.
The
Office of Properties and Facilities provides agencies
with centralized multi-faceted and technical real estate services that
include: site selection, commercial lease negotiation, purchase, sale
and oversight of state-owned land, buildings and leased facilities.
The office provides facilities maintenance and safety and security services
for many state buildings. Properties and Facilities also operates the
Federal and State Surplus programs through which property declared surplus
is made available to government entities. Remaining property is sold
at public auctions.
Asset
Management Services provides state agencies
with policies and procedures on maintaining accurate inventory
records, and monitors and records annual submissions of inventory
activity certifications and reports from state agencies. Asset
Management Services also offers training and consulting on
the treatment of assets utilizing the Fixed Assets Management
System and various other software programs.
