Fred B. Holcomb
Fred
Holcomb joined the State Architect's Office (SAO) in 1990 and brings
over 25 years of financial and fiscal management experience. Currently
Fred serves as the manager for fiscal planning and programming for the
SAO and oversees the fiscal operations that relate to the management
of capital construction projects. He also serves as the representative
of the public authority for the service of liens against funds due prime
contractors and resolves issues related to customer billings.
Prior to joining
the SAO, Fred obtained extensive experience as a financial and management
consultant installing highly complex, fully integrated accounting systems,
providing training to client staff and developing accounting structures
and internal control systems. He also prepared procedural manuals, provided
assistance in the development of management cost centers and assisted
in the performance of management audits.
Fred is a licensed
public accountant with a bachelor of science degree from The Ohio State
University and served with the U.S. Air Force from 1964 to 1968.

As project planning
and fiscal policies become more important than ever, the services of
this section also become increasingly critical to the success of state
projects.
