At the end of the biennium,
the Ohio House was considering a bill that will effectuate major changes in
civil service reform for exempt employees. The bill is based in part on recommendations
made by the Civil
Service Review Commission in its report to the Ohio General Assembly
on Dec. 31, 2001.
The recommendations stem from public testimony. Officials from the Human
Resources Division recommended reforms as did representatives from
other state agencies and county and local governments.
Recommendations from the report
that were incorporated into the bill
include mandating that displacements
due to layoffs occur only within an employee's
current classification series. To avoid a layoff,
it was recommended that employers be allowed
to institute short-term furloughs or short-term
reduction in hours.
Other commission recommendations
incorporated into the bill include
removing the distinction between provisional
and certified employees as well as eliminating
review by the State of Ohio Personnel Board of
Review of an employee's dismissal if a last-chance
agreement governed the removal.
