DAS refines its approach to
statewide technology management

-- DAS
Office of the Chief Information Officer, July 2003

To keep pace with the increasing role technology plays in the delivery of government services, the organizational structure of DAS statewide IT responsibilities have been revamped. The reorganization is designed to further enhance the state's return on its IT investments.

The former Computer Services Division has been reorganized into two distinct divisions -- IT Governance Division and IT Service Delivery Division.

The IT Governance Division, formerly the IT Policy section, continues its mandated superintending functions that relate to the DAS mission of providing enterprise governance of information technology within the State of Ohio. The IT Governance Division will continue to provide information technology oversight and standards at a statewide level for Architecture, Acquisitions, Planning, Policy and Project Management. The deputy director of the IT Governance Division is Mary Carroll.

The IT Service Delivery Division, which had the same name as a section of the Computer Services Division, operates the IT infrastructure, which includes hardware, software and telecommunications for the state as an enterprise. IT Service Delivery, which includes Enterprise Shared Services, Multi-Agency Radio Communications System (MARCS), Network Services and Technical Services, will continue to operate as a preferred and low-cost alternative service provider for state agencies. The interim deputy director of the IT Service Delivery Division is George Hess.

The creation of distinct divisions will further distinguish each operation's role of oversight versus service delivery.

In addition to the designations of the IT Service Delivery and IT Governance Divisions, Greg Jackson, state chief information officer and DAS assistant director, streamlined operations by establishing the Digital Ohio section within his office. Digital Ohio is comprised of the following customer touch points under the leadership of Mark Smith as administrator:

o Digital Government Strategy
o Ohio Portal Team (Ohio.gov)
o Digital Divide -- Broadband Access to Underserved Areas
o Government-to-Businesses (G2B) Coordination and
   Expansion
