Classification and Compensation
This group manages the classification plan for centralized and decentralized agencies statewide. The unit is also responsible for establishing and maintaining the state compensation philosophy and associated pay schedules. Additionally, the group reviews position descriptions for centralized agencies (not including the boards and commissions served by the DAS Central Service Agency); conducts position audits, reviews Position Specific Minimum Qualification (PSMQ) requests; conducts position description (PD) compliance reviews for PD decentralized agencies; collects information on employment and wage trends; responds to salary surveys requests and provides consultative and training services to agency customers.
To meet new and changing operational needs, agencies should request updates to the state's classification plan.  Classification changes can be separated into two distinct categories: Bargaining Unit and Exempt.

Section 124.14 (A) of the Ohio Revised Code (ORC) empowers the director of the Ohio Department of Administrative Services (DAS) to develop and maintain the state's classification plan. Consult the relevant union contract for timeframes associated with bargaining unit class plan proposals.

NOTE: You may develop alternate position description forms for your agency to accommodate electronic workflows. We simply ask that you ensure the font is large enough to be readable when microfilmed by the Employee Records Unit for Personnel files.

Centralized Agencies

Checklist for PD Submission/Review:
1. Does the Position Description
  • Reflect correct class series, title, and number?
  • Have the correct supervisors and subordinates, if applicable, listed?
  • Provide the correct location?
  • State the correct status for either Full-Time or Part-Time, Unclassified or Classified, Overtime Eligible, Overtime Exempt, etc.?
  • If Unclassified note code reference to why in KSA column?
  • If the job duties of a position require a significant level of contact with the public, you must integrate your agency’s customer service standards into the position description. For clarification, please reference ORC 121.91 (A)

Helpful Resources

When an employee feels that he or she is doing work that is more consistent with another classification, a position audit may be requested. An agency, using the same logic as stated for employees, can also request a position audit.  The position audit process is pursuant to 123:1-3-01 of the Ohio Administrative Code (OAC) and only provided to employees and agencies for classified exempt positions that are not on probation.  See below for details:

Position-Specific Minimum Qualifications (PSMQs) are the qualifications that, once shown through a valid job analysis procedure, are needed to perform an essential function of a position. Rule 123:1-7-04 of the Administrative Code, that took effect on April 5, 1999, requires that all positions with position-specific minimum qualifications (PSMQs) be approved by the Department of Administrative Services, and in addition, those for exempt positions, be filed with the State Personnel Board of Review, prior to implementation. The Department of Administrative Services will file the required documents with the State Personnel Board of Review.
