Talent Management

This office provides support and solutions to agency customers by supporting compliance with applicable state and federal statutes, regulations and contractual obligations as it relates to classification and compensation as well as supporting a variety of tasks related to workforce and succession planning, recruitment, hiring, advertisement, screening, selection, performance management and learning and professional development at a statewide level.

Classification and Compensation

This group manages the classification plan for centralized and decentralized agencies statewide. The unit is also responsible for establishing and maintaining the state compensation philosophy and associated pay schedules. Additionally, the group reviews position descriptions for centralized agencies (not including the boards and commissions served by the DAS Central Service Agency); conducts position audits, reviews Position Specific Minimum Qualification (PSMQ) requests; conducts position description (PD) compliance reviews for PD decentralized agencies; collects information on employment and wage trends; responds to salary surveys requests and provides consultative and training services to agency customers.

Talent Acquisition

This group oversees the Ohio Hiring Management System (OHMS), the State of Ohio's applicant tracking system. They provide resources, training, and consultation to department Human Resources (HR) professionals on the effective use of OHMS for recruitment and selection. The group manages and communicates implementation of system enhancements, conducts user group meetings, manages department access to the system, and maintains the OHMS website (http://careers.ohio.gov). They also consult with agencies on specialized recruitment projects for hard-to-fill positions. In addition, the Hiring Management Group provides customer service support to job seekers regarding OHMS and the state's recruitment, hiring and testing processes.

Performance and Succession Planning

This group administers the state's annual performance evaluation system (i.e., ePerformance), the appeals process for classified employees, consults with agencies on issues involving performance management and provides training opportunities for managers and supervisors as well as employees. In addition, they provide support tools and resources for succession planning.

Learning and Professional Development

This office provides enterprise-wide educational and professional development opportunities to state employees to support our customer agencies in developing a high performance workforce. This office also administers the exempt employee educational program and employee educational development programs.

Agency Relations & Operations Research

Agency relations & operations research is responsible for fostering partnerships among OTM staff and agency counterparts, counseling agencies to assure organizational awareness of enterprise initiatives (e.g., coordinating implementation of a Talent Management Module in HCM and other like projects), and formulating and applying operationally optimizing methods for communicating and conducting business leveraging OTM programs.
