Welcome to the Employee Development Funds (EDF) program a benefit that provides opportunity for continued learning. EDF administers the education reimbursement program for the following State of Ohio employee groups:
- Exempt from bargaining unit
- Fraternal Order of Police (FOP) Unit 2
- Ohio State Troopers (OSTA) Units 1 & 15
- SCOPE OEA-NEA
- Service Employees International Union (SEIU) 1199 Units 11 & 12.

BOOKS - Effective July 1, 2011, books are an eligible expense for exempt employees. The addition of reimbursement for books applies to courses/events that begin July 1, 2011 and forward. The change provides parity for exempt and union employees for reimbursement of the cost of books. For reimbursement, complete the Book Fees field on the EDF application and provide the proof of cost and include proof of payment. We do not pay for shipping/handling or taxes. If you purchase online, you may provide a copy of the receipt web page from the online seller. To be eligible for reimbursement the books must support a learning activity that provides a grade or certificate of completion.

MAPS for Exempt Employees:
Prior approval is required for use of the Exempt Professional Development Program ( EPDP) for the MAPS program. Exempt employees must first register with MAPS, The John Glenn School, The Ohio State University. When the MAPS registration is approved, forward a completed EDF application and the approved MAPS confirmation/email to the
EDFunds@das.ohio.gov. You will receive a notification that your application is approved. If you do not attend and do not cancel five business days prior to the seminar, you will be responsible for all fees.
Information for education providers and vendors:
If you are a college, school or other education provider please remember, our employees must provide proof of cost, proof of payment and proof of completion or attendance to be reimbursed for their course or event costs. If you cannot provide a receipt for payment that includes the name and date of the event/course with the total cost or a document that certifies attendance or completion, the employee may be denied reimbursement. If you have a question or comment, you may contact EDF by email at EDFunds@das.ohio.gov; include the word “provider” in the message title.
