This office is responsible for all functions supported by the OAKS HCM module and for providing direct assistance to agency HR, Benefits and Payroll staff; including: personnel action processing, certification lists, statewide employee records, state payroll processing, statewide benefits processing, statewide drug testing and the reconciliation and funding of all Payroll deductions including retirement, medical, dental vision and other payroll related deductions. This office also serves as front-line support for all customers of the OAKS HCM module as well as provides planning, design and configuration functions for multiple, enterprise-facing Human Resources programs which include: Payroll, Position Management and HR, Benefits, Enterprise Learning Management, HR Reporting and HR system security approvals.
State Payroll Processing
The Payroll Processing group is responsible for processing the State of Ohio payroll and providing payroll support and oversight for state agencies to help ensure that state employees are paid regularly and accurately. This group is also responsible for processing all court ordered attachment of employee wages. These include state and federal garnishments; child and spousal support orders; IRS tax levies; and bankruptcies.
HCM Benefits group is responsible to ensure employees and their eligible dependents are correctly enrolled in health, dental, vision, pharmacy, disability, and leave plans. This group supports agency benefits staff by providing training and assistance with maintaining their employees’ benefits elections in OAKS HCM.

The HR Support group is responsible for ensuring state agencies, boards and commissions consistently follow the Ohio Civil Service Laws, Chapter 124 of the Ohio Revised Code and Chapter 123 of the Ohio Administrative Code when documenting and activity significantly affecting any employee in state service. This group also provides HR customer service to all state agencies, boards, and commissions for personnel action processing, retention point verification for exempt layoffs, compliance reviews and job aid/training manual development.
Drug Free Workplace
The Drug-Free Workplace Group is in charge of planning, coordinating, and evaluating Ohio's Drug-Free Workplace Program, including state and federal testing programs, developed for state employees, and coordinating compliance with provisions of the federal Drug-Free Workplace Act of 1988, the Omnibus Transportation Employee Testing Act of 1991, any other federal and state laws, regulations, polices and collective bargaining agreements requiring substance abuse testing.

The HR Customer Service group provides general customer service to agency HR, Benefits, and Payroll staff. We create CRMs in order to direct more complex questions to the appropriate unit.
