About SAO The State Architect’s Office (SAO) oversees the design and construction of facilities for state agencies, boards, commissions and institutions of higher education. The Capital Planning Services group assists agencies and colleges in the development of strategic capital master plans in preparation of their biennial capital budget requests to the state. SAO provides Project Services through the review of local administration requests and the direct management of design and construction projects. The Office of Energy Services provides design as well as auditing and contracting opportunities for the efficient use of energy resources in state government facilities and operation. The Program Services unit provides enterprise-wide standard forms and contracting documents for capital improvement projects, as well as coordinating and conducting outreach events across the state.
