The Equal Opportunity Division shall advocate on behalf of Ohio's minority and socially disadvantaged businesses and work to align those businesses with state government contract and procurement opportunities.  Further, the Division shall oversee and monitor state agency actions pertaining to the fair treatment and equal employment opportunities for state employees and applicants for state employment. 


Certification Unit (MBE/EDGE) certifies businesses for participation in the Encouraging Diversity, Growth and Equity (EDGE) and Minority Business Enterprise (MBE) programs. EDGE is a business development program for socially and economically disadvantaged businesses. EDGE establishes goals for state agencies in awarding contracts to certified businesses. The MBE program assists minority businesses in obtaining state contracts through a set-aside procurement program for goods and services.

Construction Compliance Unit (CCU) monitors equal employment opportunity (EEO) and affirmative action requirements to ensure contractors bidding and receiving state contracts comply with the State of Ohio's EEO laws, rules and regulations.

Affirmative Action / Equal Employment Opportunity (AA/EEO) Unit monitors equal employment opportunity and employment goals to ensure that state employees and job applicants are afforded equal access and opportunities for employment and advancement throughout state government. The unit also evaluates diversity and equal employment opportunity programming and conducts trainings to facilitate effective equal employment opportunity practices. In addition, the unit oversees the state employee discrimination complaint procedure program.

Ohio Dr. Martin Luther King, Jr. Holiday Commission is a commission appointed by the Governor to promote intercultural understanding for minority constituents and state employees.

Helpful Info/Tips:

  • EOD will not receive a form unless the "check out" process is completed on the OBG website and the contractor receives a confirmation number.  Please refer to the instructions below for how to properly check out a form on OBG.
  • Although the check out process includes a button that reads "Checkout (Ready to File and Pay))," please note that there is NO FEE required to submit a form to EOD when you click the button.  EOD forms are completely FREE to submit. 
  • A confirmation number will be provided if the form is successfully checked out on OBG.
  • EOD will receive a form the following business day.
  • EOD will be unable to process a MBE and/or EDGE application or cross-certification until supporting documentation is received in the office.
