Re: Public Printing


PURPOSE

The Office of State Printing, General Services Division, Department of Administrative Services, is responsible for the supervision of public printing, with a few exceptions, such as printing for the General Assembly, Arts Council, Capital Square Review and Advisory Board, Bureau of Workers' Compensation and state supported institutions of higher education. Exempted entities, however, may choose to use State Printing's services.

Upon written application to Administrative Services, agencies may be granted approval to perform reproduction services outside the State Printing facility. Once approved, reproduction services performed outside State Printing's facilities are limited to no more than 5,000 impressions per order or no more than 1,000 production copies of any item consisting of multiple pages in accordance with section 125.45 of the Ohio Revised Code.

GENERAL

The mission of the Office of State Printing is to provide quick copy, printing, publishing and procurement services to state government at the lowest possible cost. The cost savings resulting from high volume production and centralized procurement are passed along to our customers.

Copy Centers

The Office of State Printing operates a network of copy centers including a second shift, that produces letterhead, color copies, envelopes, books, annual reports, pocket cards, electronic publishing, pamphlets and brochures. These services may be accessed by completing an easy to use order form (ADM 0515) and presenting it to the closest copy center. There is also a printing order form on our Internet home page at http://das.ohio.gov/gsd/prt/prt.html. Our current price schedule and a job estimator screen can be found at our web site. Material to be duplicated should be included with the order. It may also be transmitted via disk or electronically through the Ohio Data Network.

Most copy center orders are produced and delivered in three days or less. Rates for copy center services include all finishing, binding and delivery. Invoices are compiled and mailed monthly. Copy center orders do not have to be encumbered.

Customer Services/Procurement

Orders that cannot be produced in a copy center will be sourced through State Printing by competitive selection or competitive quotes purchased. Paper for term contract printing will be sourced through the appropriate term paper contracts. State Printing will provide advice and consultation to customer agencies on selection of stock.

All orders for commercial printing must be encumbered and placed with State Printing using the Printing Order form (ADM 0515). Whenever possible, printing projects should be planned jointly between the customer agency and the Office of State Printing. Recent changes in the Revised Code enable State Printing to source printing projects faster. Most orders can be placed with a contractor within a few days of receipt.

Service fees for procurement services are based on dollar volume and billed monthly. Invoices for term contract orders will be paid by State Printing from funds encumbered on the Printing Order form. Noncontract purchases will be billed by the contractor directly to the ordering agency. All award results are updated daily on the Internet.

Delivery of commercially printed jobs can vary from a few days to a few weeks depending on quantity, availability of stock and the complexity of your order. In order to ensure the timely delivery of your printing order, contact your State Printing analyst early in the planning process.

This directive supersedes any previously issued directive or policy and will remain effective until canceled or superseded.
