Richard M. Hickman, Assistant Director

Richard M. Hickman is the assistant director of the Ohio Department of Administrative Services (DAS), overseeing the daily operations of the Administrative Support, Equal Opportunity, General Services and Human Resources Divisions as well as the Office of Collective Bargaining.

Hickman was appointed to his current post in March 2007 after serving as executive director of the Ohio School Facilities Commission, where he oversaw the largest, most significant and most successful program of public school construction and reconstruction in the United States.

Prior to that he served as deputy director of the DAS General Services Division from 1999 to 2005, during which he served as acting assistant director of DAS during the first half of 2003.

Previously, Hickman served as public service director for the City of Columbus. His service with the City of Columbus began in 1994 as deputy director for the Public Service Department. He was subsequently appointed director where he served as the executive head of the Public Service Department with authority for program direction and administration of the department’s six operating divisions: Construction Inspection, Engineering and Construction, Traffic Engineering and Parking, Facilities Management, Fleet Management and Refuse Collection. He oversaw an annual operating budget of $100 million while managing more than 1,100 employees. During his tenure with Columbus, Hickman led the city’s effort to revise the 30-year-old refuse code, implemented the first comprehensive right-of-way ordinance for a major Ohio city and chaired a city-wide code review working group.

Before beginning his public-sector career, Hickman served for more than 25 years as a manager in the airline industry, holding positions in operations, labor/personnel relations, finance, marketing and corporate accounting. He has a bachelor’s degree in business administration and industrial management.
